Allowing users to like comments can be enabled from the subsystem setting:

  1. Open the subsystem Setting page form the main menu
  2. Go to Workflow settings --> Features
  3. Go to Allow Comments settings
  4. Enable the "Like on comments"

Any user that will be able to add comments, will have the permissions to perform "Like on Comments".
