When creating a Review Committee you can assign specific users that will take part of the reviewing process. In addition to those users you have assigned there are specific users that will always have access to the RC:
- Sysadmins can access the RC interface of any campaign and any subsystem.
- Campaign manager can access the RC interface of any campaign he created.
- State owner in a state where a RC is defined will be able to vote as a member of the review committee.
This is a system set up and it cannot be changed.
